Product qualifications

Basic qualifications

  • Must be an existing home, not new construction.
  • Unit must be new; cannot be a used or repurposed item.
  • Must reside in Wyoming and purchase electricity from Rocky Mountain Power on approved rate schedules (see link to full Qualifications below).
  • Gas, oil, wood heating, pellet stoves, and propane systems conversions do not qualify.
  • For customers applying for multifamily properties, please contact the program for details on how to apply.
  • Work must be completed by a program-eligible HVAC contractor listed on the Program-Eligible HVAC Contractor List.
  • Do-it-yourself installations are not eligible for rebates.
  • If you plan to do a window and air source heat pump bundle, please contact us prior to installation.

  • Your rebate will be issued within 14 business days after we review and approve your application. Missing information may delay processing and delivery.

Product qualifications

As a qualified trade ally with the Wattsmart® Homes program, you can guide your customers to the best system for their needs and help them obtain the right rebate. Review the system and product qualifications with your customer to ensure a smooth process.

Requirements for all window and heat pump bundles:

  • New air source heat pump must be the current primary heat source and must service at least 80% of the home’s conditioned living space.
  • Air source heat pump must be listed on the AHRI Certified Directory.
  • Heat pump must be installed according to the specifications outlined in the Wyoming Technical Specifications Manual.
  • Previous primary heat source must have been a permanently installed electric resistance heating system (e.g., electric baseboard, electric furnace, electric ceiling/wall heat) that served at least 80% of the home’s conditioned living space.
  • Homes are eligible for one (1) bundle.

Requirements for all air source heat pump installations:

  • Heat pump must be installed according to the specifications outlined in the Wyoming Technical Specifications Manual.
  • Homes are eligible for one (1) unit. If a customer is applying for two (2) units or more, please contact the program before applying, as additional information is required.

Requirements for window installations:

  • At least 80% of the home’s windows must be replaced.
  • Windows must be installed in a finished or conditioned living space with a permanently installed heating system.
  • Window units that have previously received a rebate through the program do not qualify for additional rebates if replaced.
  • Rebates are limited to one-time installations within the qualified space of the home and will not exceed window purchase price.

Additional program rules:

  • If applying for a multifamily property [up to three (3) units per foundation], please submit one application per unit. For properties with four (4) or more units, please contact us.

Customer eligibility

Residential electric customers residing in the state of Wyoming who purchase their electricity from Rocky Mountain Power on rate schedules 2 or 18 qualify. Landlords who own rental properties served by the company in the state of Wyoming where the tenant is billed on rate schedules 2 or 18 also qualify for this program. You can locate your rate schedule on your bill or by calling 1-888-221-7070.

Application details

Prior to starting a project, find and contact a qualified heating and cooling contractor. Note that some rebates require a qualified contractor to install your new equipment. Review the eligibility requirements, rebate qualifications and the list of required documents with your contractor before submitting your rebate application. Equipment and service work may be inspected for compliance.

Please include the following with your online application:

  • Your Rocky Mountain Power account number.
  • Digital image of your itemized receipt or contractor’s invoice.
  • Manufacturer’s specification sheet or NFRC (National Fenestration Rating Council) stickers for each window.
