Ensure the home qualifies:
- Must be an existing home, not new construction.
- Evaporative cooling, room air-conditioners, oil, wood heating, and pellet stove conversions do not qualify.
Requirements for all insulation projects:
- Work must be completed by one of our program-eligible contractors, a licensed weatherization contractor, or may be self-installed by homeowner.
- Insulation must be installed according to the specifications outlined in the Wyoming Technical Specifications Manual.
- Insulation must be installed between unconditioned and conditioned living spaces
- Work completed must comply with all building codes and standards.
- Work performed as part of building code requirements do not qualify.
- Unfinished areas or areas that aren’t conditioned living spaces, such as a garage, do not qualify.
- For an electrically heated rebate – home must have an electric heating system serving at least 80% of the home’s conditioned floor area.
- For an electrically cooled rebate – home must have an electric cooled system serving at least 80% of the home’s conditioned floor area.
- Home built in or after 2013 do not qualify.
Additional requirements for attic insulation:
- Existing R-value must be no more than R-20.*
- Final R-value depth must be equal to or greater than R-49.*
- An electric heating or electric cooling system must serve at least 80% of the home’s conditioned floor area.
Additional requirements for wall insulation:
- Existing R-value must be no more than R-10.*
- Final R-value depth must be equal to or greater than R-13 or fill cavity.*
- An electric heating or electric cooling system must serve at least 80 percent of the home’s conditioned living space.
- Basements do not qualify.
- Interior walls, such as walls between rooms, do not qualify.
- Insulation along rim joists do not qualify.
Additional requirements for floor insulation:
- Existing R-value must be no more than R-18.*
- Final R-value depth must be equal to or greater than R-30 or fill cavity.*
- An electric heating system must serve at least 80 percent of the home’s conditioned living space.
Additional program rules:
- Submit all documents so they are received within 90 days of the qualifying service completion date.
- Insulation must be installed within 90 days of purchase.
- Rebate cannot exceed project costs, self-installed insulation are eligible for rebates on materials only.
- For each area of the home, limit one rebate per insulation type, for the lifetime of the home.
- Rebate is paid by square footage of installed insulation.

Required documents for online submission:
- Application, completed and signed.
- Itemized receipt or contractor invoice.
- Third Party Payment Addendum for applicants who would like to forward payment to a third party not listed on the utility account.

Definitions:
Electric heating is defined as a permanently installed system consisting of an electric furnace, heat pump, or electric zonal heating system (baseboard or ceiling/wall heaters) serving as the home’s current primary heat source. Space heaters do not qualify.
Electric cooling is defined as a permanently installed electric heat pump, or ducted electric central air conditioner serving as the home’s current primary cooling source. Room air conditioners and evaporative coolers do not qualify.
Non-electric heating or cooling is defined as a heating or cooling system with gas, oil, wood heating, pellet stoves, or propane serving as the home’s current primary heat or cooling source.

Customer eligibility
Residential electric customers residing in the state of Wyoming who purchase their electricity from Rocky Mountain Power on rate schedules 2 or 18 qualify. Landlords who own rental properties served by the company in the state of Wyoming where the tenant is billed on rate schedules 2 or 18 also qualify for this program. Application details
Prior to starting a project, find and contact a participating weatherization contractor. Note that some rebates require a qualified contractor to install your new equipment. Review the eligibility requirements, rebate qualifications and the list of required documents with your contractor before submitting your rebate application.
Self-installers are eligible for rebates on materials only and documentation of R-values and square footage must be provided. This information will be listed on the register receipt or insulation packaging.

You will need these items to apply online for your rebate:
- Your Rocky Mountain Power account number.
- Digital image of your itemized receipt or contractor’s invoice.

- Complete and submit your online application within 90 days of installation.
- Your rebate will be issued within 14 business days after we review and approve your application. Missing information may delay processing and delivery.
