Product qualifications

Basic qualifications

  • Must be existing home, not new construction.
  • Insulation must be new; cannot be used or repurposed.
  • Must reside in Idaho and purchase electricity from Rocky Mountain Power on approved rate schedules (see link to the full Qualifications page below).
  • Homes built in 2015 or later do not qualify.
  • Areas that are not finished or conditioned living space, such as a garage, do not qualify.
  • Homes with evaporative cooling, room air-conditioners, oil or wood heating for heating and cooling sources do not qualify.
  • Work may be completed by one of our Program-Qualified Contractors or self-installed by the homeowner.

Application details

  • After meeting program qualifications, submit all required documents through the online portal within 90 days of the qualifying service completion.
  • Your rebate will be issued within 14 business days after we review and approve your application. Missing information may delay processing and delivery.

Product qualifications

As a qualified trade ally with the Wattsmart® Homes program, you can guide your customers to the best system for their needs and help them obtain the right rebate. Review the system and product qualifications with your customer to ensure a smooth process.

Requirements for all insulation rebates:

  • Insulation must be installed between unconditioned and conditioned living spaces.
  • For an electrically heated rebate – home must have an electric heating system serving at least 80% of the home’s conditioned floor area. (See Definitions)
  • Areas that are not finished or conditioned living space, such as a garage, do not qualify.
  • Insulation must be installed according to the specifications outlined in the Idaho Technical Specifications Manual.
  • To ensure the home is eligible for a rebate and below the maximum insulation depth requirements, please use the insulation depth calculator.

Additional requirements for attic insulation:

  • Pre-existing must be no more than R-19.
  • Final R-value depth must be equal to or greater than R-49.

Additional requirements for floor insulation:

  • Pre-existing must be no more than R-11.
  • Final R-value depth must be equal or greater than R-30 or fill cavity.
  • Floor insulation must be installed between conditioned and unconditioned space in order to qualify for rebates (basement floors do not qualify).

Additional requirements for wall insulation:

  • Must not have existing insulation.
  • New insulation added must be equal or greater than R-13 or fill cavity.
  • Only exterior-facing walls qualify. Interior walls, such as walls between rooms, do not qualify.
  • Basements do not qualify.
  • Insulation along rim joists does not qualify.

Additional program rules:

  • For each area of the home, limit one rebate per insulation type, for the lifetime of the home.
  • If applying for a multifamily property [up to three (3) units per foundation], please submit one application per unit. For properties with four (4) or more units, please contact us.

Customer eligibility

Residential electric customers residing in the state of Idaho who purchase their electricity from Rocky Mountain Power on rate schedules 1 or 36 qualify. Landlords who own rental properties served by the company in the state of Idaho where the tenant is billed on rate schedules 1 or 36 also qualify for this program. You can locate your rate schedule on your bill or by calling 1-888-221-7070.

Application details

Prior to starting a project, find and contact a qualified weatherization contractor. Note that some rebates require a qualified contractor to install your new equipment. Review the eligibility requirements, rebate qualifications and the list of required documents with your contractor before submitting your rebate application.
Self-installers are eligible for rebates on materials only and documentation of R-values and square footage must be provided. This information will be listed on the register receipt or insulation packaging.
To ensure your home is eligible for a rebate and below the maximum insulation depth requirements, please use the insulation depth calculator. Prior to your contractor recording measurements, take a peek in your attic and do it yourself!

Please include the following with your online application:

  • Your Rocky Mountain Power account number.
  • Digital image of your itemized receipt or contractor’s invoice.
