Product qualifications

Basic qualifications

  • Must be an existing home, not new construction.
  • Unit must be new; cannot be a used or repurposed item.
  • Must reside in Idaho and purchase electricity from Rocky Mountain Power on approved rate schedules (see link to full Qualifications below).
  • Gas, oil, wood heating, pellet stoves, and propane systems conversions do not qualify.
  • For customers applying for multifamily properties, please contact the program for details on how to apply.
  • Work must be completed by a program-eligible HVAC contractor listed on the Program-Eligible HVAC Contractor List.
  • Do-it-yourself installations are not eligible for rebates.

Product qualifications

As a qualified trade ally with the Wattsmart® Homes program, you can guide your customers to the best system for their needs and help them obtain the right rebate. Review the system and product qualifications with your customer to ensure a smooth process.

Requirements for all air source heat pump installations:

  • New air source heat pump must be the current primary heat source and must service at least 80% of the home’s conditioned living space.
  • Air source heat pump must be listed on the AHRI Certified Directory.
  • Heat pump must be installed according to the specifications outlined in the Idaho Technical Specifications Manual.

Additional requirements for heat pump upgrade and conversions:

  • Previous primary heat source must have been a permanently installed ducted electric heat pump or electric resistance heating system (e.g., electric baseboard, electric furnace, electric/wall heat) that served at least 80% of the home’s conditioned living space.
  • For cold climate, air source heat pump must be on the NEEP Qualified Products list at time of installation.

Additional program rules:

  • Homes are eligible for one (1) unit. If a customer is applying for two units or more, please contact the program before applying as additional information is required.
  • If applying for a multifamily property [up to three (3) units per foundation], please submit one application per unit. For properties with four (4) or more units, please contact us.

Save on a high-efficiency heat pump conversion

Get cash back when you convert to an energy-efficient heat pump. Program-qualified heat pumps are up to 20% more efficient than older models. With proper selection, installation and maintenance, you can gain big savings on your heating and cooling costs. Cash rebates are available for heat pump conversions, upgrades and optimization.

Customer eligibility

Residential electric customers residing in the state of Idaho who purchase their electricity from Rocky Mountain Power on rate schedules 1 or 36 qualify. Landlords who own rental properties served by the company in the state of Idaho where the tenant is billed on rate schedules 1 or 36 also qualify for this program. You can locate your rate schedule on your bill or by calling 1-888-221-7070.

Application details

Prior to starting a project, find and contact a program-participating HVAC contractor. Note that some rebates require a qualified contractor to install your new equipment. Review the eligibility requirements, rebate qualifications and the list of required documents with your contractor before submitting your rebate application. Equipment and service work may be inspected for compliance.

Please include the following with your online application:

  • Your Rocky Mountain Power account number.
  • Digital image of your itemized receipt or contractor’s invoice.
